Role Purpose
The Budgeting & Reporting Manager oversees budgeting and reporting processes for key grants, including SHF, BHA, GFFO, HF, and Global Hunger funds. This includes ensuring compliance with donor regulations, developing proposal budgets, managing award setups, conducting transaction reviews, posting corrections, forecasting, preparing financial reports, and providing essential support to program managers and other stakeholders. This role is critical for maintaining the financial integrity of awards and ensuring their success.
The role collaborates closely with program operations teams, the Awards team, member office representatives, and finance teams at both field and headquarters levels, ensuring alignment with SCI and donor requirements and delivering high-quality budget planning, monitoring, and reporting.

Key Responsibilities
Budgeting and Reporting
- Prepare accurate, timely financial reports in line with donor requirements.
- Ensure proper coding and charging, conduct regular reviews, follow up on actions, and post adjustments.
- Lead the proposal budgeting process for new opportunities in collaboration with relevant stakeholders.
- Set up awards in the system, including creating DEAs and completing mappings.
- Review documents for compliance with donor regulations.
- Monitor sub-grant records and collaborate with the AP team on partner advance liquidation.
- Ensure staff timesheets are complete and properly documented by HR and Finance.
- Support program managers by providing financial reports and insights during reviews.
- Reconcile financial reports with narrative reports.
- Address financial queries and facilitate audits, reviews, and award closeouts.
Accounts Payable, Control, and Budget Holder Support
- Regularly review BVA reports and transaction listings with program managers to ensure accurate recording and alignment with implementation plans.
- Identify and address spending delays or variations by initiating corrective actions.
- Assist budget holders in preparing monthly forecasts and budget revisions.
- Support the AP team with sub-grant account reviews and reconciliations.
- Implement measures to reduce fraud and theft risks.
- Conduct staff training on financial procedures and donor requirements.
- Visit field offices regularly to monitor financial compliance and assist with budget adjustments.
Grants Management
- Ensure financial and reporting compliance with donor requirements, submitting high-quality proposals and reports on time.
- Maintain up-to-date AMS records for awards.
- Build strong business partnerships with member office focal points, addressing queries and minimizing reporting issues.

Qualifications and Experience
- Bachelor’s degree in finance, Accounting, or a related field (practical experience will also be considered).
- At least 4 years of professional experience in budgeting, reporting, grant management, or financial management in NGOs or similar organizations.
- Demonstrated expertise in preparing budgets and donor financial reports, with knowledge of various institutional donors.
- Proficiency in financial systems, including MS Excel; knowledge of Agresso is a plus.
- Strong analytical skills, with experience in financial monitoring and budgetary controls.
- Excellent organizational, interpersonal, and time management skills, particularly in challenging environments.
- Willingness to travel extensively to remote locations for financial monitoring and staff training.
- Exceptional communication skills in English, both written and verbal.
- Proven ability to work collaboratively across departments in multi-disciplinary teams to achieve project objectives.
